Would this position be a state employee? I am particularly interested in whether I would be able to stay with the CalPERS system for benefits.
The Executive Director is an exempt position but receives the same benefits as other state employees, including access to CalPERS benefits. See more information about exempts on CalHR’s website: https://www.calhr.ca.gov/employees/Pages/cea-job-info.aspx

Can you please share more about the organizational structure of the office -- both within the office and in the larger scheme of the state government?
The Office of Cradle-to-Career Data (C2C) will sit within the Government Operations Agency (GovOps) (https://www.govops.ca.gov/). Refer to the Executive Branch’s organizational chart (https://cold.govops.ca.gov/File/OrganizationalChart). The California Government Operations Agency is responsible for administering state operations including procurement, information technology, and human resources. The mission of GovOps is to improve management and accountability of government programs, increase efficiency, and promote better and more coordinated operational decisions.
While C2C sits in GovOps, the Executive Director reports to and is accountable to the Governing Board. The office has authority to hire a staff to support the system as well as funding for contracts.
